I found solution for myself :)

I am using Hmail mail server.

Hmail Mail server configuration file name is "my.ini" same as mysql configuration file.

When MySql Administration software was installing, it found hmail or other my.ini file. it coudn't find true my.ini file. it's bug... Maybe other programs define windows path.

Solution:
You can open MySQL Administrator without logging into a MySQL server by holding Ctrl and pressing "Skip". Press skip button

you can change the my.ini file path.
thats all.
