ERROR 2003: Can't connect to MySQL server (10060)

I installed mysql server 4.1.10 on linux server. when I tested it, I tried to connect to the server from different OS, it did work when the connections within the campus lan.
However, when I try to connect it remotely outside the campus, it reported errors:

*** ERROR 2003: Can't connect to MySQL server on '147.134.94.130' (10060)

I am sure that the server works. It can be pinged successfully from any remote machine. I have tried unintallation of mysql server and reinstall it. It was still the case.

I also searched the forum about such kind of errors. All I found are a little difference from mine. Those are (10061) comparing to (10060) in my case.

What should I do? Please help me!
