Change the max length of user names in mysql

I have a little problem with MySQL-User-Names:

Is it possible to change the max length of user names in MySQL? I think it is limited to 16 chars!? I´ve change the mysql.user-table. When I try to set or change the password there is the message:

"The host or user argument to GRANT is too long"

I think that there is somewhere a variable that set the username length to 16 chars, but I do not know where?! Or isn´t it possible to change?!
