How do you REALLY dump a script containing all the routines in a database?

It's a simple question, but so far it's defeating me. No matter whether I try to dump the routines via the command line or via MySqlWorkbench, the routines that are dumped into the script are ALL COMMENTED OUT. How do I stop it from doing this, so that I can actually restore a full copy of my database?

I've searched online, but can find no reference to this happening. All the document merrily says that using the --routines switch will dump the routines. Well, it doesn't work, so far.

Why doesn't MySql just have a proper backup/restore facility, instead of making this process so long-winded?
