Not sure if this is what you are looking for, but if in Windows 7 you run c:\windows\SysWOW64\odbcad32.exe you can manage 32bit ODBC data sources from 32bit drivers. My 32bit MySQL based app is running successfully. I have yet to test extensively, but running it is.

Note, the same app, odbcad32.exe, found under c:\windows\system32, does not appear to work.
