Well I answered my own question. What I had done was installed visual studio and mysql on a new pc and then copied all of the code across into the same folders. What I did to solve the issue was go through every program that bwas using MYSQL and removed the references, readded them (even though they were in the exact same spot), recompiled and reran and it now works. Not a very intuitive error but at least if someone else comes across the same problem this might be the naswer
