Hi Terry,
You don't have to change the web.config machine file of your provider, but you need to know if you have at least the socket permissions in order to connect your site with MySQL server. Your site needs permissions from the IIS and the .Net framework in order to establish the connection. That's why you cannot connect with the server from your application. These security policies are done in the machine mediumtrust_web.config file to control access to the machine resources. The connection made with Workbench and the server is not controlled by the IIS server thus is not blocked.
