I guess Powershell for Windows 2008 runs on .NET 2.0 (after all .NET 4.0 appeared some years later).

While there are hack to make old Powershells run on .NET 4, see http://stackoverflow.com/questions/2094694/how-can-i-run-powershell-with-the-net-4-runtime

You can also try loading the MySql.Data for .NET 2.0 (all Connector/NET version from 6.5.x to 6.7.x ship the assemblies for several versions).
