It sounds like you're actually having a problem with the Widnows Installer component, and you may find better luck posting in the forum dedicated to that:

Of course, unlike native applications, Connector/J doesn't really require "installation". If you're eager for an immediate workaround to the problems you've seen obtaining Connector/J, you can quickly and easily download the latest version here:
http://dev.mysql.com/downloads/connector/j/
