It's strange that you Windows installation does not have this file. The file contains a list of network services and ports associated with it. Actually, every Windows should have this file, it's a system file.

Check the path of your Windows installation. Is it C:/WINDOWS ? Is it a different place? If it is C:/WINDOWS and all the directories do exist but the file is missing, create an empty text file called "services" (no .txt or whatever, just services!) in the directory C:/WINDOWS/system32/drivers/etc/ .

MaxDB tries to add some services to this Windows system file. It will add something like:

sql6 7210/tcp
sapdbni72 7269/tcp
sql30 7200/tcp # SAP DB
vmake 7792/tcp # SAP DB

Maybe it helps to make the installation go through. However, I really wonder why your Windows installation does not have that file!
