MSVCR71.dll was missing in my case. Then it worked

I followed your tip there. Thanks. In my case, when I ran it command line, it complained about MSVCR71.dll not being there (it did not do so when I restarted the service). I found that DLL online, a placed it in C:\WINDOWS\SYSTEM32. Works now.
