I have just come across the same issue trying to get PHPMyadmin working on a new Windows 7 64bit installation.
All of the advice I read suggested that you need to use the non-thread-safe VC6 version of PHP when serving PHP on Apache on Windows.
On my Windows 7, 32 bit installation, I could only get the thread safe VC6 version running.
On Windows 7, 64 bit, I could not get it running so tried the thread safe VC9 version which works perfectly. Try this, if it doesn't work for you, try the non-thread-safe VC9 version.
