I'm using IIS on Win7, and expect it's a permissions issue stopping my IIS php process from reading files in the parent of wwwroot.
But the op seems to have other problems. Even with the files in the same folder, and the path adjusted accordingly, he still gets Server error 500, so I suspect malformed php which won't compile. The php error log should shed some light.
