Unless you need the Windows-specific functionalities of IIS, Apache is strongly recommended as a Windows web server. Simple way to set it up: google for WAM P or XAMPP.

If you can't escape the nightmares of IIS, study the relevant sections of http://www.artfulsoftware.com/php_mysql_win.html.
