I have some new information:

The mysql server is hosted at dediserve.com in the UK, and has been installed by myself.
The webspace, with the php files on it, is at a hosting provider in Austria

I have now installed a apache server on my Ubuntu VM at home (Austria) and I have added the php and it worked, the php file was able to connect to the mysql server. It is the same file, as on the webspace at the hosting provider, where it is not working! There are no restrictions for IP-addresses implemented in the mysql configuration. Is it possible, that the hosting provider is blocking this outbound requests to the mysql server?
