Load of CPU because of Mysql,PHP and SOAP

Hi
I am a software developer and i am searching information about CPU load of Mysql, but, i don't have found nothing information, in our server using MySQL 5.1.73 and our system is a GPS of vehicles that use google maps and other devices of hardware.
We use soap plugin for PHP in the source code of webservice and the CPU performance server began to fail, the cpu consumption from 10% to 100%.
i would like that you help me please, some one advice ?
