I was not able to get a local connection with the process you described.. however I have sent the views so you might look and see if I followed instructions correctly.. However I do get a super localhost connection with the program that i show above.. it just does not like the remote..

Port scanner shows that the port in question on the site is open and ready.

shows the back end (cpanel) of the site where you tell it the IP to expect so white list it..

shows my personal ip and 2 other IP in the back end that the site expects to see attempts on the mysql data base and have ok'd that.
