If that does not display anything, your PHP is not configured properly.
Do you know XAMPP? It is idiot-proof. Not that I call you an idiot, but this is one of the most simple ways to install PHP, Apache and MySQL:
http://www.apachefriends.org/en/xampp-windows.html. Maybe you want to give it a try before an endless debugging session starts.
