Migrating from MSSql [BE] and MsAccess [FE] to MySQL [BE] and web-based [FE]

Hello everyone,

As stated above, I am currently developing an application using Microsoft Access and linking to an MsSQL server datastore. The time has come for a new refined version of the database starting from the ground up and I am keen to correct some of the issues inherent in access. I can write SQL and have learnt VBA through using Access, as well as a basic knowledge of html but I don't know any PHP. Is there a tool that would allow me to work in a wyswyg editor similar to access to create forms before uploading them to the server? I would like to do this for as little money as possible but I would be prepared to invest in software if it was worth it.
