da die IP 127.0.0.1 keine TCP Verbindung sondern einen OS-Socket zum MySQL Server aufbaut, benötigst du die Zeile "bind-address=127.0.0.1" nicht in deiner Definition.
Im Allgemeinen kann man MySQL auch nicht mehrere IPs auf diese Weise zuordnen, da die Variable "bind-address" nur eine Adresse entgegennehmen kann. Alle darauffolgenden Neudefinitionen überschreiben das alte Setting... das ist auch der Grund warum Du nur über die 127.0.0.1 reingekommen bist. Ein Entfernen dieses Bindings an localhost sollte also helfen, damit deine erste Binding-Definition wirkt.
