mysqldump across versions -- do grants and system tables break?

Can you take mysqldump output from an old version of mysql (4.0.23) and feed it into a current version of mysql?

Will things like user permissions come across OK?

If this will work, is it important to use a new mysqldump to talk to the old mysql server, or can you dump the data with an old mysqldump safely?
