We too thought it might have been a cache issue which is why the first thing we did was to repeat it several times. It was only when the results were consistent that I posted to the Forum. We also used sql_no_cache

Further investigation this morning indicates it has something to do with the group by. If I remove the group by, I get
action_log 0.62

action_log 0.63
a_action_log 0.58
action_log 0.65
a_action_log 0.53
action_log 0.62
a_action_log 0.54
