your application doesn't seem to need exotic features, so any RDBMS will be fine.

About licence cost :
MySQL 5 is free.
SQL Server 2005 Express will be free (check the limitation of the product to see if you can use this one)

But I think it's best for you to use the RDBMS with which your team as the most experience. Development will be faster and if problems occurs, they'll be solved more quickly.
