MySQL Error Number 1130

I installed MySQL and the gui tools on Windows Server 2003 just for testing. I am new to MySQL and cant connect to the database using MySQL Administrator. I'm getting the error

Could not connect to the specified instance.

MySQL Error Number 1130
Host 'IP#' is not allowed to connect to this Mysql server

Please help.
