Changing of MYSQL Variables

Hey completely new to MYSQl. So here is my issue.

We are having performance issues with the MYSQL server at this time. I was going to change some of the variables for MYSQL however a MY.ini doesn't exist.
MYSQL was installed I believe through HP DDMI so there is a apache/Tomcat involved and believe that is where the variables are sitting. However for the life of me I cannot find any file or reference to the starting variables nor can I find out where to change them..

IT is sitting on a VM box of Windows 2003 Server.
