MySQL Server 5.6 restart does not restore users and schemas

I had to restart a PC which is acting as a server for a MySQL database in order to allow changes I made to the my.cnf file to take effect. I changed the number of threads in the cache. Upon restarting the PC and launching mysqld as an administrator a client connection could not reconnect.

In addition, the databases that were installed on the MySQL instance are not showing up in Workbench. I can see the database table files in the Program Data folder, and I can see that the my.cnf file is correctly referencing the Program Data folder.

My question, is how do I restore the users and schemas? I have searched for others experiencing this issue, but can't locate. I would like to add that I am not a proficient MySQL user. I'm still relatively new.
