Mysql server 5.7 recovery

Hello,

Is there anyway to restore the data from an ex Mysql server to a new PC running Mysql by copying over the ProgramData directory?

We recently had a server failure on a site running Mysql 5.7. The server (Windows server 2012) was running Mysql 5.7 and had a lot of important information. Monthly dumps had been done but not for the last 5 months.
We have since recovered the HDD data and believe it to all be in tact. We have the Mysql install directory (C:\Program Files\MySQL) and program data directory (C:\ProgramData\MySQL).

We have installed Mysql 5.7 on a new windows machine and copied over the data files. All the databases and tables show in Mysql Workbench but when expanded they display "Unable to fetch table".

Is there anyway to go about recovering this information and how??

Any information will be very much appreciated.
