Utility for copying records to a new server

Colleagues, tell me, please, is there a free program for Unix/Linux that can transfer table records to another server if there is no record with such a primary key on the second server?

Suppose that I transferred data from the server using a dump, and then switched the clients' requests to the new server. Alas, there remains the possibility that some part of the records was created between these events, especially since the second (switching a large number of clients) is always not instantaneous.

Is there a ready-made program that will scan the records in the tables of the same name on both servers, and if it is on the source, but not on the receiver, will add it to the receiver?
