Trigger External/OS Events

I am currently running Version 5.7.
I am looking for a way to trigger external(to MySQL) events from an access to a table. I would like to launch a program and pass data to it upon internal triggers. Are there any builtin facilities to do this? Are there any work a rounds. The only one I have thought of is to write to a file that is being monitored by a service.
Any other suggestions?
