Securing MySQL

I'm new to MySQL and trying to secure it per this article:

I've done most of the steps that I think are apprpriate for our enviroment, but I'm having trouble changing the service account. The service starts fine so long as I set it to 'Local System Account', however I've created a limited user svcMySQL and setup the permissions discussed in the article. When I set the service to use this account it will no longer start.

Fails with an informative:
"Could not start the MySQL service on Local Computer
Error 1067: The process terminated unexpectedly"

The event log shows:
The MySQL service terminated unexpectedly. It has done this X time(s).
Error: 7034

This is almost certainly a permissions issue. What am I missing?

Sorry to cross post, but I really would like to find a solution to this.
