Well, I've come to realize most of the problem. The separate portions of the WHERE clause are very large. For example, there are MANY entries such that "IP_BEG <= ?" and MANY entries such that "IP_END >= ?". It is just the union of these two which is tiny. Given this fact, how can the query be improved?
