It depends. Is a "user" is coming from a web page, connecting, doing its business, and disconnecting? If so, then you can handle thousands of such transient users. And if their queries are fast enough, then 10K or more.

If a user is logging into mysql and staying there, then a hundred persistent connections might be your limit.

The number of tables is mostly irrelevant. The amount of RAM -- well, how much of that can be devoted to caching? And how big is all the data? And do users randomly access data, or do they usually hit certain "hot spots" in the data?
