Both methods of storing images are very common, and there are pros and cons for both - discussed ad nauseam in php/mysql forums. I think in the end it comes down to personal preference.

Although really pretty straightforward, the specifics are too involved to go into here but a common method is to use a bit of php to retrieve the images and display them in a web browser.

Luckily there are lots of online tutorials, good books), as well as complete, free, and open-source 'classes' for doing just this kind of thing, so I need say no more.
