mysql user access level

Hi,

Still getting to grips with mysql and have 2 questions if anyone could help.

1. I want to have in my users table access level, and not sure if this is done in the mysql table or within PHP page, but basically i want agents to see their own cases only but admin to see all. is this done in mysql or php?
2. want to upload documents to the database for contacts. What would the column type etc be in the database?
