Transferring a DB by copying files failing - tables are "in use"

I am attempting to transfer a DB across servers by copying the raw table files (*.frm, *.MYD, *.MYI); the tables are MyISAM. I'm having issues with trying to restore .sql dumps so I'd like to just copy the files over. I believe I've done this before successfully - however, now when I try it MySQL gives "in use" messages.

How do I get rid of this "in use" message? What is the proper way to transfer a DB by copying files?
