You can use forms through a php script or asp script. Mysql has no official gui, that I'm aware of. Other gui tools there exists are not the ones you like as Access. So you have to make your web forms or something like that and make it communicate with mysql which is very trivial.
You can search through web or forums to see information that will help you while doing that.
