MySQL runs on Windows but it is not designed like Windows programs.

As downloaded from http://dev.mysql.com/downloads/mysql/, MySQL is a database server and a set of commandline--not GUI---client and utility programs. Why & how to use these programs is described in the early chapters of the (gasp) manual.

If you are looking for a Windows-style GUI interface to MySQL, download MySQL Workbench from http://dev.mysql.com/downloads/workbench/5.2.html.
