You don't need PHP or a webserver to use mysql Ed.

Because both PHP and MySQL are popular programs though many people do want to work on them together. Then having Apache or IIS is necessary to work with php and the database.

If you are interested at some point in installing mysql, php and apache separately this is a good tutorial:

yes i've installed the LAMP and WAMP packages at some point as well.
