unable to create database even as root user

i am using centos linux with mysql server installed.
i can enter as mysql root user by entering >mysql -u root
When i try to create a database,
ERROR 1044 (42000): Access denied for user ''@'localhost'
error comes.
when i execute the following command
mysql> select user();
+----------------+
| user() |
+----------------+
| root@localhost |
+----------------+
output comes.
i stopped my mysql service and start agin with mysqld_safe --skip-grant-tables &
then i executed the same previous command >mysql -u root
mysql> select user();
+--------+
| user() |
+--------+
| root@ |
+--------+

what's wrong?please guide me!
