connect as remote server

I am using MySQL in linux. My local server is 10.149.20.120 and MySQL server is 10.2.24.21

How can I connect to MySQL from local machine. I am trying like this

mysql -u 27 -h 10.2.24.21

But it's not connecting giving errors. Please help.
