Creating a restricted user account

I am teaching myself the SQL language. So I installed the workbench (5.2.40CE rev 8790) onto this computer running Windows Vista. I allowed the installer to open port 3306 on localhost (127.0.0.1). But now I want to open the port to the world.

But before I do, I want to create a restricted user account for the workbench. I would like an account that has read-only access to my databases and their respective tables and can execute any query that can not change the tables nor databases.

As I sit here checking it out, I come across different settings. I am unsure of what these settings do, and the ones that give hints and tips, I can not use. For some reason, the sentences beside the options run off the screen and I can not re-size the window to see them.
