Connecting as a User

I have mysql Ver 14.14 Distrib 5.5.29, for debian-linux-gnu (i686) using readline 6.2 installed via the Ubuntu repositories. In the past, mysql worked for me in this environment. But now, I can't connect as a user other than root. I tried set password for 'jack' = password('jack12sql'); and got back "query OK, 0 rows affected", but I still can't connect as "jack". This database is hosted on my localhost. How would one begin to debug this? Should I try uninstalling and re-installing mysql?
