Retaining paragraphs in text data type

How do you retain paragraphing from a text field? Text placed in the database from a text field looses the carriage returns (newlines) from all the security filters set on data from a HTML form. How do I preserve the ability to keep the paragraphs separate when data is returned to an HTML page via PHP. My data is a continuous stream all in one paragraph.
