For "copy all the files" to work, you need to know where and what they are---that's determined by the option file(s) used by that MySQL server instance. Then you need to install the same MySQL version on the target machine, and ensure the settings in the new machine are the same. Then try the copy and test test test.

"Logical" backups made with mysqldump are so much more reliable, so if I'm in your shoes, I get that disk repaired or cloned well enough to let me do a logical backup from it.
