This isn't like learning to ride a bicycle or edit a file several semesters worth of knowledge is required--about database theory and design, about how to write an application requirement, about how to design a database to match that requirement, and about how to design, code, debug and maintain the code that turns the app requirement and its database into a usable app.

You've three choices. One, hire a professional to do it. Two, get to work studying & learning all the above. Three, try a dubious shortcut, take a course in how to use a webdev-for-dummies tool to substitute for having that knowledge.
