User permission on database and table

A user is already assigned certain permission to a database. Do I need to assign this user to a table in that database?
For example, a user already has select, update, delete permision for a database. When I use Navicat to see the table inside that database, I don't see any users with any specific permissions assigned to the table. Is it necessary to assign a user to that particular table even though that user already has permissions on the database level?
