Procedure TryAcquireSRWLockExclusive of Kernel32.dll in vista 32 bits

I have a problema, my operating system is windows vista 32 bits
The problem appear when i reinstall a new version of WAMP server over a old version, then i had to uninstall WAMP server and i had to delete the forder WAMP manualy, when i install the new version of WAMP server, again, the same problema happen with my kernel32.dll i use the command window as administrator "regsvr32.DLL kernel32.dll" and it says the kernel32.DLL is register but the dllregisterserver not found.
When i try to install the new version of WAMP server it gives An error message: could not find the door of procedure TryAcquireSRWLockExclusive in the libary kernel32.DLL. This message was in portuguese and i translated to inglish
