First, let's try to clearly understand your problem!

1) Is the MySQL server running a *different* machine or it is also running on your "notepad" ?

2) When you say "I have a MySQL program on a notepad that I need to connect to my command prompt", do you mean you have the mysql client (the mysql command prompt) that you execute on your notepad to connect to the MySQL Server ?

3) Are you able to connect or, even, get an error message? if so, what is it?

4) Do you know the address of the server as well as a valid username/password you can use to connect to the server?

5) Is the MySQL server running? Did you change anything since the last time you were able to connect? (If so, what did you change?)
