Those quote marks look a little suspicious to me.
Are they the "smart" quote characters that word processors like to put in for you or proper apostrophes (') as they need to be?

Why are you getting an Oracle Database error out of MySQL?

Whilst they are both owned by the same corporation, Oracle Database and MySQL are totally different products.
