If all the relevant data is to be imported then yes, a fresh installation might be easier.

Settings depend on how what's needed relates to what's available in terms of RAM, processing power, speed. How much data is there, how is it to be used, is the system mainly OLAP or OLTP, mainly InnoDB &c? Once it's up and running, you might try running some of the metrics under "Cheatsheet" at https://www.artfulsoftware.com/infotree/mysqltips.php
